The Court had been seized by associations of motorists, certain unions of VTC and even individuals. The VTCs were the most virulent and considered that this went against their activity. As for the benefits of a general lowering of the limit in town, the Court took into account that at 30 km/h, the distance to a stop is half the distance, compared to 50 km/h. Thus, the energy of a possible impact is necessarily reduced and the risk of a serious or fatal accident for a pedestrian is therefore also reduced.
In short, judging that “the police authorities did not commit an error of assessment in deciding to lower the maximum speed of motor traffic to 30 km/h, taking into account the margin of appreciation available to these authorities and the expected benefits of this measure, in particular on the reduction of serious and fatal accidents for pedestrians”, the Court validated this reduction to 30 km/h throughout Paris, including the roads in the Bois de Boulogne and Vincennes.

It was hard to believe that the Tribunal could follow the plaintiffs’ requests as the physics and kinetics speak for themselves. For the effects on traffic and pollution, this will have to be assessed in real life.
